Multiple Foreign Universities Want to Establish Campuses in Pakistan

Punjab Chief Minister Maryam Nawaz Sharif chaired an important meeting on Thursday, where a comprehensive roadmap was revealed focused on improving the quality of higher education, institutional self-governance across the province, and promoting international collaborations. Several critical decisions were made to bring about meaningful reforms and raise academic standards in Punjab’s colleges and universities.

During the convention, the Higher Education Department briefed the CM of Punjab with a detailed overview of the current system with wide range of reform proposals. It was decided that three major public universities—Government College University, Government College for Women University, and the University of Engineering and Technology—would be developed as model campuses that will exemplify academic excellence.

Key Decisions and Announcements:

  • College management Councils: The government approved the formation of College Management Councilsin all public colleges to improve governance and strengthen institutional management and accountability.
  • KPI-Based Evaluation for Accountability:  A Key Performance Indicators (KPI) system will be introduced across Public Universities in Punjab to systematically evaluate faculty performance and monitor the effectiveness of Vice Chancellors and administrators respectively.
  • Education Vigilance Squad: An education vigilance squad will conduct surprise inspections in colleges and universities. These inspections will focus on student attendance, cleanliness, teaching quality, and institutional discipline. Findings will be reported directly to the education minister for necessary actions.
  • Talented Scholarship and Laptop Scheme: The CM Punjab Honahar Scholarship and Laptop Scheme received over 19,000 applications from across Pakistan. The Chief Minister directed authorities to improve accessibility and accelerate the selection and distribution process to ensure maximum student benefit.
  • Strategic Plan 2025-2029: The forthcoming Higher Education Strategic Plan (2025–2029) was reviewed, with emphasis on:
    • Modern teaching methodologies
    • Cutting-edge research
    • Digital learning platforms
    • Global academic connectivity
    • Institutional autonomy and governance reforms

This strategic roadmap will guide Punjab’s universities toward global standards of academic excellence.

  • University Ranking System Introduced: A color-coded ranking system (green, blue, yellow, and grey) for public universities based on academic performance was proposed to increase transparency and foster healthy competition.
  • Inactive Colleges Under Review: A province-wide review of underperforming and inactive commerce colleges has been ordered to identify gaps and develop strategies for their revival, ensuring optimal use of educational infrastructure.
  • Punjab to Host First Higher Education Conference: Initial approval has been granted to organize Punjab’s first-ever Higher Education Conference, bringing together academics, policymakers, and international education partners to collaboratively address challenges and drive systemic improvements.

These groundbreaking reforms reflect the Punjab government’s commitment to building a globally competitive higher education system rooted in transparency, accountability, and innovation.
